Billy Ocean is a Funk and House act. Their catalogue also touches Rhythm and blues. Their sound grew out of Steely & Clevie, Will Downing, Scott Walker and R. Kelly. Those roots explain a lot about how Billy Ocean arrange songs and choose their tones. They run in the same orbit as Kool & The Gang, Dan Hartman, Shalamar, Hall & Oates and Belinda Carlisle, sharing audiences, venues and reference points rather than a straight line of influence. Their influence carried into The Liberty of Norton Folgate and Micah Stampley, where the same ideas turn up rearranged for a later generation. Altogether the chart holds 42 connections around Billy Ocean, reaching back through Steely & Clevie and forward to The Liberty of Norton Folgate.
